Have you tried doublebase cream? It's quite good for sensitive babies. Also, we use products from Organic babies -
http://www.organicbabies.com/ Their products are safe for babies prone to eczema, atopic dermatitis etc.
I would suggest not to use disposable diapers, use cloth nappies and soft organic cotton clothes for your daughter. When using disposable diapers, use the biodegrable ones as they are better for skin. Same goes with wipes - try not to use the commercial ones like pampers instead wipe her clean with a soft muslin cloth with warm water.
If you are breastfeeding your daughter, I would also suggest trying an eliminationd diet (your diet that is). It maybe that your daughter has sensitivity/allergy to certain food products that you eat. The biggest allergens include - dairy, egg, fish, soy, wheat (gluten). You may want to try a diet where for 3 days you avoid dairy to see if that makes an improvement to your daughter's skin, then try avoiding the next item until you get to a stage where you can see if your diet makes any difference.
