How often do you count with her? Children pick up counting through hearing it often. Can she count along with you? Count everything for a couple of weeks. Count the plates, count the steps, count while jumping, count forks, dolls, plastic animals. Start counting to 3 or 5 once she has that sorted count to 10 then once that is remembered count higher every day. Touch each object once as you count it. Some counting music might be useful ( personally I hate counting, but enjoy math calculations, so music is great for me). If you don't see any progress after a couple of weeks then consider her overall development milestones and consider seeing your GP if this isn't the only area of concern. If its just counting and everything else is normal just keep practicing and eventually you will see progress.
