We do not officially support 64-bit Windows, but from what I know, LR does work on that platform. I think not being able to find the Sound Recorder might just require a minor fix in the coding (eg., the file path might be different on 64 bit Windows), but will check and have it changed for future builds if so.
Will have a chat with the programmers and let you know asap about the above, as well as with regard to LR HB.
