I recently came across this software on the
http://www.homeschoolbuyersco-op.org/ site, it's called Destination Math. I have been looking for something like this for a while and we just started the 30 day trial. I think it's good for older toddlers that have some sort of mouse control. Right now we are only a couple of days into it but it's very straight forward and child friendly. It's also not overly busy like many of the programs I have seen (which is one of the reasons I avoid many of the free online games that are loaded with lots of busy flashing and advertisements, characters, etc.)

It takes those skills your child has hopefully learned at least the foundation for and begins to apply them. The beginning levels are very simple, but since the kids are not showing signs of boredom we're just going to work through the program as designed, probably fairly quickly.
