I had planned on ordering just the first DVD for my kiddo, but decided just to get them all at the same time...she is more than a little younger than your daughter, and while she really likes to have me put in the First DVD, I wouldn't say she actively focuses on it yet. She has,however, started me with some gem she picked up from it...at your child's age, I would think she would enjpy it much more! So the DVDs are definitely worth it, although much of the package like level 4 and it's accompanying word problem workbooks won't be useful for quite some time! Now, the manipulatives set...I think this would depend entirely upon what, if any, manipulatives you have around the house already! The vast majority of things, like popsicle sticks, beans, counting bears, geo boards, we already had, so the set was redundant and not of exceptional quality. That being said, a very useful DVD came as part of the manipulatives set that had some ideas I hadn't thought to use!
A great deal of the worth of this program depends on where your child is currently at and what manipulatives you already have! If you already have math manipulatives, buy the DVDs and skip the manipulative set! If you don't, it is a reasonably priced set that takes much of the work out of the equation for you!
I also bought the audio CDs for addition, subtraction, and recently multiplication. We play the first two in the car and A quite enjoys them!
