Has the child had any experience drawing and colouring up until now? If not I'd do the following:
1. Give her paper and crayons and allow her to draw before introducing her to a colouring in book. 2. Let her draw with all sorts of stationery - kokis, crayons, pencil crayons, pens etc and don't comment on what she is drawing unless she wants to discuss it with you. 3. Let her see other children drawing and colouring in. 4. Get her a colouring in book and let her do what she wants to with it - you can also try those magic painting books where you just paint with water if she is not interested in colouring in at first 5. Let her watch you or an older child colour in so that she can see someone colouring in the lines, but again don't tell her anything - just let her watch.
Children are only supposed to colour in in the lines around 5/6 years of age apparently, so don't pressure her. I have seen a 2,5 year old doing fairly well (not in the lines, but definitely intending to colour only one area) so it varies a lot. They seem to learn most by watching someone else rather than by instructions.
